The White Council was a clandestine conclave of Middle-earth's mightiest minds—the Istari and the High Elves—forged in the Third Age to counter the creeping shadow that had re-emerged at Dol Guldur. While ostensibly a unified front against Sauron, the alliance was frequently paralyzed by Saruman's duplicity and Gandalf's solitary urgency. Their history is defined not just by the eventual expulsion of the Necromancer in TA 2941, but by the fatal hesitation that allowed the Dark Lord to slip away from their grasp, retreating to Mordor to rebuild his armies undisturbed.

Lore & Background
Initiated by Saruman the White in TA 2463, the Council was formed to address the dark power coalescing in Dol Guldur. Although Galadriel and other High Elves were key members, Saruman served as the sole Head of the Council. As years passed, his obsession with locating the One Ring blinded him to the immediate threat; he argued the Necromancer was merely a minor nuisance, delaying action while Sauron grew stronger. It took Gandalf's clandestine investigations and his eventual return with undeniable proof that the Necromancer was indeed Sauron himself to finally break the stalemate. The resulting assault in TA 2941 succeeded in driving the Dark Lord from his stronghold, but it was a pyrrhic victory: Sauron fled to Mordor to gather his forces openly. With their purpose fractured and trust broken, the Council ceased its function entirely by TA 2951 as its members turned toward their own fates.

The White Council served as the strategic brain trust for the Free Peoples during the late Third Age, tasked specifically with monitoring and neutralizing threats that individual factions could not handle alone. Its primary goal was to prevent Sauron from regaining full power by identifying and expelling him from his hidden stronghold in Dol Guldur.
The membership consisted of the five Istari (though only Saruman and Gandalf were active members for most of its existence) alongside the most powerful Eldar of Middle-earth, including Elrond, Galadriel, and Cirdan.
